Is it possible to set-up an iPod without any downloads?

I just bought a new ipod, but my laptop is being repaired so i cant set it up. I’m now at a library but it wont let me dowload the new version of itunes cause there is a restriction. Is there a way to set up the iPod without any downloads, AT ALL? And please dont say ‘yes’, i need instructions please :)

    no as you need to download the itunes
