Just like how some japanese or chinese applications (and there's a couple apparently), would only show that language if they don't have english translated information in their application even when loaded on an english device. But simply put make sure the iPod (I assume you're not talking bout an iPod Touch), is set to english when you set it up, and that your iTunes account is setup as English.
